After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The major reason why no Chinese citizens have won the Nobel Prize for Natural Science is that the political, economic, cultural and educational environment in China is not favorable for scientific and technological innovation. In order to fulfill the Nobel Prize dream of Chinese people, China should provide relaxed and free political environment for the scientific researchers, create a market-led scientific and technological mode, build a cultural atmosphere for development and innovation and renew the traditional backward educational concepts.
