Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The small seed is small in size and irregular in shape, so it is difficult to achieve precision seeding. Current for small seed such as pepper, tobacco, generally it is to pelleting and then to sowing by air- suction precision seeder. The pelled seed germination period is extended and soil hardening is very serious. In this paper, a liquid- type small seed precision seeder can sow naked seed. Mixed solution mixed by seed and suspension by a certain percentage is quantitatively excreted on the seed paper. Then the farmers buy seed paper for sowing. The ratio and the velocity of mixed solution are identified in this paper through experiments. On this basis, the speed of the seed paper is derived. Final, parameters of the motor system also is definite.
