  • Abstract
    This paper proposes a novel adaptive power control scheme to be used in nonergodic fading channels. We use the decision-theoretic criterion known as Telser´s safety-first criterion and variational calculus to construct the adaptive power control scheme that maximizes the average transmission rate subject to the average transmission power constraint and outage probability constraint for a given target transmission rate. We recognize that for a given power budget only some combinations of outage probability and target transmission rate are feasible and derive the boundary of the feasible set of those parameters. Numerical results suggest that some feasible combinations of the constraints are inferior to the other ones. We present a practical way to properly select the superior set of constraints. The proposed scheme is the extension of the traditional scheme which aims only at minimizing the outage probability for a given target transmission rate and average transmission power.
