After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Learning ability of students and Technological innovation ability are important part of the deepening the reform of experimental teaching. Traditional “closed, verify that the type-based” teaching experiment seriously hinder the learning ability of students and technology innovation. In this paper, direct to problem in traditional teaching mode, explore and practice “Three Center Three Level”, The experimental teaching model is from “closed teaching ” to “open teaching ”, teaching content is from the “verify the theory-based” to “problem-based inquiry”, “Three Center and Three Level” teaching system results achieve good results.
