There are four stages in the development of world language testing: theory-pre-scientific period, psychometric-structuralist period, integrative-sociolinguistic period and communicative testing period. The theories in each stage play decisive roles in English teaching and English testing in our country with respect to theory guidance and practical operation in any period. Therefore, scientific methods of course grade evaluation should be established in the management of college English course grade evaluation with the advanced theories of language testing as foundation. In this paper, through the introduction of the development of language testing, the trend of modern scientific language testing is discussed. Meantime examples of college English achievement test requirement are listed and analyzed, through which the problems in college English course grade evaluation management are revealed. Finally, corresponding improvement methods are put forward with the expectation to help establish an overall, objective, scientific and effective evaluation system.
