After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The interchange planning is important constituent of the urban road network planning. At the process of practice, so many key problems need to solved. Aiming to interchange classification, the interchange Setting conditions and interchange layout, the planning theories are discussed in order to optimize the planning project. Combined with concrete examples, illustrates the planning principle based on urban road network distribution to determine the scope and distribution of interchange.
