After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Chinese handwriting is an important part of teaching Chinese as a second language. Recording the learner´s handwriting process will promote the acquisition of Chinese handwriting and enhance the quality of Chinese handwriting teaching. Based on real-time handwriting information collection technology, this paper presents a framework of Chinese handwriting learning, evaluating and research system. The system can record the handwriting process of Chinese characters learners. It supports for learners to practice writing Chinese characters and for teachers to manage the whole class learning, including assignments and tests. It also accumulates examples of Chinese handwriting data for acquisition.
