After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Although human resource status has made a lot of improvement since reform and opening up in China, comparing with the developed countries, China´s enterprises, especially in the aspects of state-owned enterprises still have many deficiencies which seriously suppress the economic development of China. This article analyzed many problems in human resource management of state-owned enterprises, such as human resources development, personnel assessment, personnel selection, etc. Research result the reasons of the problems above, and carries on the analysis. Finally countermeasures and recommendations are put forward to solve state-owned enterprises´ personnel evaluation for the five aspects.
