After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is a fact that the rate of farmland transfer is very low, there are many explanation to this phenomenon, but they does not take land quality and production mode into account. In fact these two factors are very important to farmland transfer. This paper analyze how land quality and production mode influence farmland transfer and then draw a conclusion: lower quality farmland will lead to supply greater than demand on farmland transfer market; higher quality farmland will lead to demand greater than supply. Changing production mode of using farmland is benefit to company and farmer, but it is limited by lacking capital and technology. So the supply and demand of farmland transfer can not be matched at most situation, farmland transfer market develops slowly.
