Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

There are some problems in university library appraisal, for example, appraised index system is imperfect, the benefit appraisal is imperfect, appraises personnel is sole. In order to promote the library enterprise development well, in university library appraisal process we should consummate the appraisal target system, pay attention to “nature” and “quantity” dual appraisals, appraises personnel comprehensively participate.
