Abstract
In recent years, the users of Chinese mobile phone and Internet are growing rapidly, but on the other hand, the Elearning moved extremely slow. There are hundreds of millions of potential learner in China. What are the reasons of hindering the smooth development of Elearning2.0? In this paper, combine the Chinese culture, education system, and the sociality of education and other aspects to analysis the reasons of what hindering Elearning2.0 to develop in China, and also discussed the current participate object of study Elearning2.0 in China, bring froth the specific implementation plan of Elearning2.0. At the end, discuss the implement assurance strategy of Elearning2.0, which supplies the basis of decision making for the relevant departments and also in expect to promote the development of Elearning2.0 in China.
