After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is important for Chinese publishing houses to standardize human resources management. To achieve the goal, some measures must be taken. Firstly, all employees in Chinese publishing houses ought to be encouraged to take part in the publishing houses´ transition and realize their own professional transformation. Secondly, human resources management must be recognized as an important part of the whole strategy of publishing houses development, and it ought to be transformed from traditional administrative function into strategic administrative function. At last, an effective inspire mechanism must be established.
