Abstract
The strategy of permission management and data access scope control in provincial centralized project is discussed in the paper. The provincial centralization is one of the main objectives of our state´s information technology construction. First of all, the main problems of security management and decentralized access control in provincial centralized project were analyzed. And then the strategies of unified permission management and decentralized access control were designed, based on RBAC and ARBAC models, to satisfy the demand for provincial centralization. At the same time, in order to satisfy the demand for flexible control of cities at all levels in permission and business data, the strategies of functional agencies´ management and data scope control were made. In practice, the application of the strategies resolves the problems well.
