And then the strategies of unified permission management and decentralized access control were designed, based on RBAC and ARBAC models, to satisfy the demand for provincial centralization. At the same time, in order to satisfy the demand for flexible control of cities at all levels in permission and business data, the strategies of functional agencies´ management and data scope control were made. In practice, the application of the strategies resolves the problems well.
