Abstract :
This paper presents a construct called the counting matrix as a framework for qualitative analysis of issues related to optimal strategy determination and distributed decision-making. The framework explains the No Free Lunch Theorems (NFLT) of optimization and their implications. It also leads to new results on distributed problem solving.
