Design of scientific and technological research management system for certification

In recent years, great progress has been made in scientific and technological researches in our country, due to the rapid development of economy. Many scientific and technological research papers have been published, many patents have been authorized, and many scientific and engineering research projects have been finished and accepted by the government. So, how to manage these scientific research achievements becomes a prominent problem, especially in the situations which need certifications, such as determination of technical or professional titles, application for scientific and engineering research project or rewards and etc.. So, an authoritative system should be established in order to enhance the management of these achievements. In this paper, we proposed a scheme for the design of the scientific and technological research management system which can be used as the certifications in relevant situations.
