After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the development of open pilot Changjitu business area of environmental research, development and opening up from the pilot Changjitu entrepreneurial environment in each sub-area environmental analysis, identify deficiencies, and the development of open Changjitu insufficient development of the pilot area of business environment Department on countermeasures and suggestions. Mainly from the capital investment environment, financial environment, human environment, institutional environment, policy and regulatory environment and cultural environment of six to Changjitu Regional Development and Opening-up Pioneer Zone improve the business environment make policy proposals.
