After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

There is a strengthened assimilation tendency of industrial structure all over China. The sustainable development of economy has been troubled by difficulties on adjusting and upgrading Industrial structure all the times. The main factor is contending for resources among local governments, which Led directly to the deviation of government functions and connotation chaos of regional economic development. Emphasizing the transformation of government functions, clearing the connotation of regional economic development in the Twelfth Five Years is still a major issue.
