    It is necessary to concern on the students´ perceptional value for us in College English teaching and new reform. This paper analyzes the excessive emphasizing on multimedia network technological teaching means, which weakens the ethical responsibility of teachers and students, meanwhile, causes the conflicts and contradictions between the teaching concepts based on “students centered” and specific data in College English teaching reform. Therefore, it is the essence of not only working hard on College English teaching and reform, but also concerning on ethical responsibility and students need to improve their perceptional value.
