Low carbon economy (LCE) is a new approach of development under global climate change. While the principle of low carbon economy is well accepted, further study of concept and assessment methodology for LCE is absent. To promote the low carbon economic development, this paper has constructed the evaluation index system of low carbon economy, which works from the angle of connotation of low carbon and the chain, and follows the construction principle of evaluation index system about the low carbon economy at the same time.
