After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The concept of water bank is introduced from the different perspective of international and domestic. Water bank has been demonstrated that it is a effective means of regulating water surplus and deficiency, saving water transaction costs and advancing water resources sustainable utilization as a agency of water right tenancy and water quantity both vendor & purchaser taking Chaohe river basin in Chengteh municipality Hebei province as an example and feasibility of establishing water bank system & necessity of actualizing water bank system.
