After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Incremental assets adjustment is one important way of China´s economic system reform, although there have been some problems in the process of practice, but the question is not adjustment itself, incremental assets adjustment is still an important way of optimizing the allocation of resources. This paper carried a game analysis on incremental assets adjustment of property right trading market, put forward the suggestion of using property right trading market to realize incremental assets adjustment.
