Abstract
An analysis framework to address dynamic multiple criteria decision analysis (DMCDA) is proposed and its application in emergency management assessment is studied to demonstrate the designed analysis procedure. First, DMCDA is proposed as an extension of a classic static multiple criteria decision analysis (MCDA) problem. The key idea is that DMCDA is considering multiple copies information such as time series data to reflect the overall situation of alternatives over different criteria. The DMCDA is modeled and different decision strategies to aggregate multiple copies of information is discussed. Finally, a case study in emergency management assessment is used to illustrate the method.
