According to the character of the electronic information industry in Tianjin, its operation mode, conditions and dynamic has been studied. Its operation mode is that the industry is instructed by the leader firms, because the leader firms can attract more larger enterprises to settle in Tianjin and promote the development of related industries. This operation mode is formed under some operation conditions. The external operation conditions include the establishment of marker economy, the improvement of labor mobility mechanism, the change of traditional conservative values, the lower barriers to entry into industries, the sufficient productive resources, the improvement institutional environment, the clear regional industrial development policy. The internal operation conditions include incessant technological innovation, excellent leaders and a large number of ancillary businesses. The operation dynamic includes two runs, the leader firms is from the cost reduction and quality improvement, the supporting enterprises is mainly due to lower costs, reduce risks and developing market. The operation of electronic information industry in Tianjin is under the competition and cooperation mechanism.
