Abstract
Summary form only given. This study focuses on the concept of “project success,” and investigates the factors that determine project success. Through the review of the literature on the subject and the experiences inherent in the public enterprises in Turkey, a set of critical success factors for projects are re-determined. These factors are analyzed by using a hierarchical decision model that uses data from a survey conducted among the engineers and scientists in the compatible public enterprises in manufacturing, transportation and energy/mining industries which are chosen due to their distinct features. The findings provide the relative importance of the critical success factors. These outcomes are then analyzed for four different situations, and some hypotheses are tested
