This paper presents a progress report of ongoing research into, and marketing of, the developer-off-the-shelf systems (DOTSS) approach relative to the acquisition of information technology. The DOTSS procedure and concept is reiterated along with various terms of the ITMRA of 1996. Additional issues explored include DOTSS-related barriers, technology transfer and notions of leverage
