Abstract
After large-scale nature disasters, the demand of emergency material is huge and urgent. Scheduling the external emergency material timely and orderly is crucial to a rescue. In this paper, we analyzed the continuous requirement and consumption characteristics of the emergency material based on hub-and-spoke network. Combining with the hub-and-spoke theory, a mathematical model for scheduling the external emergency material in the demand region is established. This model takes into account the demand satisfaction degree of rescue points. The continuous material transport process is divided into several discrete demand periods in the model, and the feasibility is proved. Then the genetic algorithm is used to solve the model. Finally examples are solved.
