Abstract
Satellite microwave scatterometer systems have been successfully used to remotely sense ocean surface wind vectors. Future systems will use small conical scanning antennas to sample the ocean surface. This paper describes a computer simulation to generate radar measurements of ocean backscatter and to retrieve ocean winds. Application of this simulation to active remote sensor development at the Raytheon Systems Company St. Petersburg is presented
