Abstract
This paper proposes a new approach to data fusion for small targets´ tracking which can also be applicable to stealth targets´ tracking for a netted radar surveillance scenario. Some concepts (or notations) and their relations are given, such as radar(net) manoeuvering target discrimination (RMTD) `association region wave´, plot life, effective data rate, general signal-to-noise ratio, and so on which are used to definitely describe the proposed multiple-hypothesis-tracking (MHT) approach. Simulation results show its feasibility and validity
