Abstract
The spread of the world-wide Internet has become an interesting phenomenon during the 1990s. The dissemination of the Internet in Taiwan, however, has only just picked up momentum since 1995. This paper examines how the government, academia and the private sector are working together to facilitate the technology transfer process in the use of Internet as a new means of social communication
