This paper analyzes the strategic significance of development of the marine economy in Liaoning, and provides an overview of the current development situation. Several restricting factors and countermeasures are elaborated in the development of marine economy in Liaoning, specifically including optimizing the structure of the marine industry, increasing the urbanization process of coastal economic zone, promoting the comprehensive management of the ocean, increasing the marine infrastructure investment and strengthening the protection of the marine environment.
