Abstract
This paper proposes a probabilistic approach for assessing the congestion risk associated with the transfers exceeding available transfer capability (ATC). The possible control actions for each critical contingency can be evaluated as a result of an optimization procedure and translated in terms of costs for the system operator. These actions can be stored as ´alternatives´ in a table for a multiple criteria decision making (MCDM) study. The congestion management can be seen as a MCDM problem and system operators are the decision makers (DMs). Test results on a realistic power grid are reported
