Abstract :
Sowgfao Miao Autonomous County, known as "the capital of manganese ", has a great advantage in its mineral resources, and the mineral resource-oriented industry which has become the dominant industry has made tremendous contribution for the development of social economy. However, the industry in the Songtao Miao Autonomous County has certain features including overall low technology, short industry chain, low value-added products and lack of interrelations with other industries, and is unable to play a guiding and leading role in industrial growth. In addition, the overexploration of the mining resources brings to a series of questions such as the waste of resources and environmental degradation. Through the enterprise investigation, comparison analysis and comprehensive research on mining industry of Songtao Miao Autonomous County, the industrial development status and their existing problems are analyzed. Based on the concept of low carbon economy, the development strategy and pattern are put forward to under the guidance of mineral resource industry. In the process of future development, As the first step towards the low carbon economy, it is necessary for Songtao\´s traditional industries to design Eco-industrial park according to the demand of cycle economy, to create network-style industrial cluster development model, to implement resource-saving and environment-friendly development strategy. After that the technology of advanced manufacturing should be developed so as to strengthen technology oriented industry development and form a breakthrough of low carbon economy. Moreover, to combine to other economic circles will bring new opportunities for enlarging industrial cluster\´s effect.
