Abstract
To the best of our knowledge, the exhaustion of coal resources results in economic recession of mining cities, especially accompanied with a great deal of polluted industrial wasteland. The work presented in paper focuses on the planning principle and Implementation guarantee which a successful industrial wasteland redevelopment must follow. The author intends to outline the framework of the redevelopment strategy experiences from European countries and America countries, including the background, content, organization, fund collection for industrial wasteland development. The chief aim of the paper is to establish the strategies appropriate for the complicated wasteland development status in China. The strategy consists of two parts: planning principle and implementation guarantee of industrial wasteland. The former is concluded in 5 aspects: low-carbon and the carbon-reduction principle; humanistic principle; overall planning principles; mixed development principle; low interference principle. The latter is also described as 3 aspects: the cooperation of multi-participants with different interest; the improvement of correlative law and rules; the establishment of good financing mechanism. At last, the suggestions of industrial wasteland redevelopment in China are concluded as follows: policy and financial support by the central government; replacement of land functions under the guidance of industry; comprehensive regulation of the city and surrounding environment; Boundaries breaking of Mining Cities and Urban to Make the Overall Planning; Inspiration from Re-employment of Mining Workers and the Power of the Public.
