Abstract :
The scientific development outlook, first of all is the development, the core is people-oriented; the basic requirement comes from comprehensive, coordinated and sustainable; and the fundamental approach is holistic. According to university scientific research management, thoroughly implement the scientific development outlook and the practice of people-oriented, comprehensive, coordinated and sustainable development will improve the level of scientific research management, to enhance the core competitiveness of university scientific research.
