Abstract
Emergency evacuation refuge is a rescue and command place. It should have a scientific planning, construction and standardized management. At first, the situation of urban emergency evacuation refuge in china is introduced. Then, some construction planning principles of emergency refuge for special disaster are put forward. At last, some countermeasures to accelerate the construction of emergency evacuation shelter are summarized.
