Abstract
Unexpected public crisis management is a comprehensive inspection of administration level for government in special situation. In this paper, we discuss on how to deal with unexpected public crisis based on five stages of its lifecycle in the perspective of knowledge management. A "three layers" management model framework is proposed, in the purpose of providing government with new management thinking to deal with unexpected public crisis efficiently.
