The main purpose of this paper is to find out a suitable solution to energy-saving and emission-reducing in order to rebuild the ecological balance and to restrain the climate-related hazards. In this paper, urban ecological planning has been used as a medium and lowcarbon economy has been used as a concept. Based on the ecological niche theory, try to excavate the potential ecological niche, increasing carbon sinks.
