The context of rapid urbanization, in order to supplement and improve existing indemnificatory housing of the structural system, and to let residents obtain their own houses, the government vigorously promote the construction of public rental housing. It is low-rent and the rental object is in low-income people with housing difficulties. Face with the tide of public rental housing construction, this paper in view of its special housing groups, made a depth research in the site selection of public rental housing planning by analyze the characteristics of group behavior; and constructed the methods of the site selection of public rental housing planning by stacking the impact factors; studied the elements of the planning and summarized the corresponding methods and strategies. In the end, based on these ways, evaluated three public rental housings planning and construction in Chongqing, and pointed out that there are some problems in practice of the construction of public rental housing such as inadequate public matching-service facilities and low proportion ground parking, etc.
