  • Abstract
    In order to solve the question in emergent events, the paper using the "prisoner\´s dilemma" model, based on the principle of game theory, make emergency managers get the maximum benefit and reduce the harm caused by emergencies through reached the Nash equilibrium between emergencies and emergency managers.
