Abstract
This paper proposes a method for optimal placement of phasor measurement units (PMUs) for complete observability of power systems consisting of multiple areas. Binary integer programming is used to minimize the total number of PMUs and maximize the measurement redundancy at the boundary buses. The proposed method is applied to the IEEE 14-bus and IEEE 118-bus test system.
