Abstract :
This paper presents a method to evaluate the health (well-being) indices of the sub-transmission portion of an electric power system under a security constrained wellbeing framework. The well-being framework is designated as healthy (or "completely out of danger"), marginal (or "alert" state) and at risk (or the "emergency" state). The paper also discusses the determination of reliability worth indices of expected cost of interruption (ECOST), and interrupted energy assessment rate (EAR), far both healthy and at risk states in the well-being framework Component outages of up to third order with overlapping permanent, maintenance, and temporary failures, are included to arrive at reastic reliability worth indices. Impacts of adverse-weather related failures are also considered in evaluating the well-being indices of sub-transmission systems. The concepts are illustrated by application to a small but comprehensive reliability test system.
