    The nineteenth convening of International Symposium on Intelligent Signal Processing and Communication Systems (ISPACS) brings us to an exciting new venue for this symposium - Chiang Mai is the most culturally and historically significant city in northern Thailand, which was founded in 13th century and was once the capital of the ancient Lanna kingdom.
