Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Tianjin is a pioneer city in autonomous modernity. There are a lot of modern architecture heritage. On the other hand, Tianjin is economic center of north China. Therefore, the contradiction between conservation and development is embodied here. This paper studies the local administrative structure, the scope, content of the protection of architecture and historic districts and so on, as well as the protection of the Binhai New Area.
