Abstract :
All decisions are a selection process under the guidance of certain values. At present, utilitarianism, deontology and justice theory have greater impact on the decision-making. By analyzing the strengths and weaknesses of these value theories, we argued that the decision-making values of public projects should be justice and utilitarianism. On this basis, this paper studied the interests achieving mechanism from the perspective of public project stakeholders. However, the public is in a special status in the process of public projects decision-making. This status makes public projects decision-making criteria to be the public satisfaction. Which the public participate the decision-making is the achieving mechanisms of the public satisfaction.
