    Notice of Retraction

    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

    Each subject should have its own unique content, to define their own areas. But now the safety culture has too many definitions. This paper integrate the current comprehensive definition of safety culture at home and abroad, detailed analysis of the definition of safety culture. It is concluded that safety culture war is the dispute of the broad and narrow definition. Considering the broad and narrow sense content of safety culture and China´s national conditions, at this stage it is more suitable for a narrow definition of safety culture in our country, that is, safety culture serves as identical and overall opinions of employees on crucial impact factors of safety in enterprises, which can be called the core ideas of safety management or values.
