According to selection principles of evaluation indexes and selection methods of evaluation indexes, the paper establishes system framework of adaptive evaluation indexes between mountain road network and mountainous disaster environment, considering the current situation of mountain road network and mountainous disaster characteristics. Adaptive evaluation indexes of mountainous road network for disaster affairs are analyzed, which have dynamic characteristics in time and differences in space. Some analysis methods are provided, including method of normalization to quantitative evaluation indexes and quantitative method to qualitative evaluation indexes. It could provide the basis support to mountainous road network planning for disaster prevention and emergency management for mountainous disaster affairs.
