After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In urban emergency management, Emergency resources facilities location can be resulted to two aspects: one is the scale optimal problem of emergency resources facilities management; the other is spatial distribution problem. This paper uses set covering model to resolve the first problem, then uses makimum covering model works out the second problem.
