After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Since 1990s, as one of China´s mega-cities, Harbin has significantly accelerated the expansion of urban space, and urban sprawling was evident. With the help of existing domestic and international research results and practical experiences, the paper analyzed the growth of urban space of Harbin, and explored the setting of Harbin´ UGBs from technical and policy perspectives. Even more, it preliminarily designated Harbin´ UGBs in 2020, and proposed the Implementation and management strategies of UGBs, to provide an effective way for the urban space growth management in Harbin.
