After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

Due to the location, business and tourism resources, the historical areas development of city-parlor type is facing with the two pressures of protection and renewal. In the renewal planning of historic area of Wulin road in Hangzhou, the renewal strategies of "sew and mend" and "revive" were used, and the new functions of redevelop and reuse were excavated to provide the city public space and recreate the vitality. Then the historical area was changed into the genuine city-parlor where the citizen and tourism communicate and experience together.
