Management system on early warning of meeting emergencies includes collect system, policy decision system, and enforcement system, there are a lot of functions such as information collection, data manage, early warning countermeasure, risk assess and trend prediction. We must build emergency warning scientific management system and improve emergency early warning capability. Ideological and political education in addressing emergencies, maintain social stability in a great responsibility. Emergency warning in building management system, we should give full play to the ideological and political education of the early warning function, ensuring the functionality and coordination functions.
